      教师专业发展的内涵与路径因教育类别和办学机构层次的不同存在属性差异。开放大学的办学属性决定了教师专业发展内涵的教学学术取向。依托传统广播电视大学建设的我国开放大学,基层教师专业发展受环境、路径、能力等因素制约呈现显著的层级差异。开放大学体系各层应分别从科学规划顶层设计、合理定位办学重心等入手改善专业发展环境,通过出台专门政策、实施专项计划等举措拓宽专业发展路径,进而促进教师个体增强专业发展意识、提升专业发展能力。
Abstract:
      Connotation and route of teachers’professional development fundamentally distinguish one from others in terms of educational category as well as institution level. The nature of Open University in running leads teachers’professional development to instructional scholarship orientated path. Constructed on the basis of the traditional Radio and Television University,China’s Open University shows up remarkable differences by rank in teachers’professional development at grass-root branches restricted by some factors including environment,route,and capability , etc. Stakeholders at different ranks in the Open University system should improve the environment through scientific top-designing,rational institution locating;and extend the route through relative-policies-offering,special-programs-planning to help teachers at grass-root branches enhance awareness and capability of professional development.
