      本文通过对两所研究型大学教师的访谈发现,教师们对当下的科研业绩考评存在不满的焦点在于“以刊评文”“量化评价”“弹性缺乏”等方面;与此同时“非升即走” 制度在实施过程中却演化为一种异化的“弹性机制”。此外,教师考评压力的本源在于科研资源的激烈竞争。大学在机制设置中的理性取向困惑、在资源交换中的主导权缺乏以及机制设计的激励相容缺失等是导致诸多问题的主要原因。为此,在考评机制设置中,大学应促进工具理性与价值理性的融合,积极引导利益相关者对指标的科学取用,同时重视“弹性机制” 设计和实施“弹性”合同管理,并及时对考评指标体系进行更新。
Abstract:
      The results of interviewing teachers in two research universities indicate that teachers’dissatisfaction of current evaluation of scientific research achievements focuses on“assessing papers by journals”,“quantitative evaluation”and“lacking of elasticity”. In addition,the implementation of“up or out”rule has been turned into a distorted“elasticity mechanism”in reality. Moreover,teachers’evaluation-related pressure comes from the fierce competition of scientific research resources. The existing problems can be attributed to rationality orientation confusion in setting the mechanism,the lack of a leading role in resource exchange and the lack of incentive compatibility in mechanism setting of the university. Therefore,in the process of setting the evaluation mechanism,universities should promote the combination of tool rationality and value rationality,actively lead the stake-holders to use the indicators scientifically,and meanwhile heighten the setting of“elasticity mechanism”and“elastic”contract management,and timely renew the evaluation indicators system.
