| 日本在泰晤士高等教育世界大学排名出现显著下滑受到了日本社会各界对于高等教育国际化发展的广泛关注，由此日本开始着手推行以“全球顶级大学创建计划”为主的一系列国际化战略，旨在推动日本高校与世界高校间的交流与合作，促进国际间学生和学者的流动，最终提升日本高校的国际竞争力。本文通过分析该战略产生的背景、内容和实效，并深入结合日本高校的实践案例，总结其可行之处，为我国高等教育国际化发展和全球化人才培养提供比较和借鉴。 |
| Abstract: |
| The decline in the ranking of Japanese universities in the Times Higher Education has attracted wide attention to the international development of higher education. Consequently，Japan began to implement a series of internationalization strategies based on the“Top Global University Project”，which aims to improve exchanges and cooperation between Japanese universities and foreign universities，promote the flow of international students and scholars，and finally enhance the international competitiveness of Japanese universities. By analyzing the background，content and effect of the strategy，this paper summarizes its feasibility，so as to provide a comparison and reference for the internationalization development of China’s higher education. |
