| 在简要介绍调整改革后的俄罗斯军队院校新体系的基础上，选取国家和军队两个维度，阐述俄军院校外部质量保障活动的范围、要素、流程和标准等，从实施主体、流程标准和评估目的等方面，梳理俄军院校质量保障体系的特点，结合当前我军院校质量保障体系建设实际，提炼相关启示和建议。 |
| Abstract: |
| On the basis of a brief introduction of Russia’s new military education system after its reforms and reorganizations，the paper introduces the scopes，elements，procedures and standards of its external quality assurance activities from both national and military perspectives. It also summarizes features of the Russia’s military education quality assurance system in terms of organizers，standards and goals of evaluation，and proposes advice for building the PLA’s military education quality assurance system in China. |
