人才引进政策对优化人才队伍结构和提升高校文化竞争力具有重要的价值导向作用。通过对西部9所“双一流”高校的人才引进政策文本进行分析,发现其蕴含着人才学术称号鲜明、能力要求渐高、学术背景趋同、服务成本升高、年龄与聘期设限和引进层次分明等共性特征。共性特征背后存在政策刚性引才惯性驱使、柔性引才力度不足,政策引才内容同质化、区域特色尚未突显,政策引才配套措施失衡、政策集聚效应式微等问题。因此,应从创新人才理念、增强政策柔性引才力度,深挖西部资源、丰富政策引才区域特色,改进配套措施、发挥政策体系积极效应等维度加以改进,以期促进西部高等教育人才队伍结构的优化。 |
Abstract: |
Talent introduction policy plays an important value guiding role in optimizing the talent team structure and enhancing the cultural competitiveness of universities. Through the analysis of the talent introduction policies of nine“double first-class”universities in western China,it is found that there are some common characteristics,such as distinct academic titles,higher ability requirements,convergence of academic backgrounds,rising service costs,age and employment period limits,and clear introduction levels. However,the following problems are also founded:rigid talent introduction policy,insufficiency of flexible policy,homogenized content of policy,lack of regional characteristics,unbalanced supporting measures and weak policy agglomeration effect. Therefore,we should innovate the present idea to strengthen the flexibility of the policy to attract talents,dig the resources of the west to enrich the regional characteristics of the policy to attract talents,improve the supporting measures,and give full play to the positive effects of the policy system,in order to promote the optimization of the talent team structure of higher education in western China. |
