高校章程实施是高校自主办学制度化建设的必经阶段。2016年以来,教育部及地方教育部门积极推进高校章程实施,其中湖南省督导高校章程实施,遵循规制性要素、规范性要素以及文化-认知要素等多重制度要素共同作用的制度化逻辑制定了督导办法。通过章程实施专项督导,湖南高校在制度规制方面基本实现了自主办学制度化,奠基了自主办学的治理共识,初步凝练了学校治理特色。但是,由于章程制定、实施仓促,高校治理实践尚不深入,仍面临自主办学制度运转不畅、共识不深、治理特色不彰等挑战,需高校在治理实践中持续完善各类规章制度,加强全校上下身份认同,传承创新治理传统,切实保障高校自主办学制度化。 |
Abstract: |
Implementation of the university charter is a necessary stage for the institutionalization of independent running of colleges and universities. Since 2016,the Ministry of Education and local education departments have actively promoted the implementation of the university charter. The education departments supervised the implementation of the university charter with a detailed plan in Hunan Province,and they follow the institutionalized logic of multiple institutional elements such as regulatory elements,normative elements and cultural cognitive elements. The universities have basically realized the institutionalization of university autonomy in terms of institutional regulation in Hunan Province,laying a foundation for the governance consensus of university autonomy and pinpointing the characteristics of school governance and school running. However,due to the hasty formulation and implementation of the university charter,the practice of university governance was not thorough,challenges remain unresolved such as poor operation of the university autonomy,lack of consensus,and poor governance characteristics. It is necessary for all colleges and universities to continuously improve various school rules in the governance practice and strengthen the identity of the whole school,and inherit the tradition of governance to realize the institutionalization of university autonomy. |
