| 发展本科层次职业教育是学制层面的创新之举，推动这项新的事业发展必须首先明确为什么、缺什么、怎么做。发展本科层次职业教育是推动产业转型升级、完善职业教育体系、提高职业教育吸引力、实现职业教育现代化的现实之需；缺思想观念、缺法律制度、缺教育资源、缺评价机制是制约本科层次职业教育发展的重要因素；强化舆论宣传、培育职业文化，加强顶层设计、完善制度体系，多方汇聚资源、巩固发展基础，创新评价机制、强化质量监管，是突破职业教育发展困境、化解现实之结的必然选择。 |
| Abstract: |
| Undergraduate level vocational education is an innovative measure at the school system level. To promote the development of this new career，it is necessary to first clarify“why？What is lacking？How to do it？”. Developing undergraduate level vocational education is a practical need to promote industrial transformation and upgrading，improve the vocational education system，enhance the attractiveness of vocational education，and achieve modernization of vocational education. Deficiencies in ideological concepts，legal systems，educational resources，and evaluation mechanisms are important factors that constrain the development of vocational education at the undergraduate level. It is necessary to promote public opinion，cultivate professional culture，strengthen top-level design，improve institutional systems，gather resources from multiple sources，consolidate the foundation of development，innovate evaluation mechanisms，strengthen quality supervision in order to break through the development difficulties of undergraduate vocational education and resolve the current issues. |
