| 军事职业教育积累的海量数据目前尚处于低效运行状态，数据治理体系亟待建立，以充分支持数据共享应用、教育评价实施、教育发展决策等。着眼军事职业教育数据治理顶层设计研究，提出一种技术与数据主导的、多方协作共建的数据治理体系框架，构建基于数据的教育运行新模式，规范治理目标任务、制度规则、措施方法、服务质量等内容，有利于厘清管理职责，提高协作效率，着力解决数据运行机制不畅、协调耗时、供需不匹配等突出问题。该体系可为军事职业教育的规范管理、转型改革和高质量发展提供重要理论支撑。 |
| Abstract: |
| The vast amount of data accumulated in military professional education is still in a state of disorder and low quality. The data governance system for military professional education needs to be established urgently to fully support data sharing and application，education evaluation，education development decision-making and so on. This paper focuses on the research on the top-level design of data governance for military professional education，proposes a framework of the technology and data-led，multi-party collaborative data governance system，constructs a new model of education operation based on data. The system can standardize governance objectives，tasks，system rules，measures and methods，quality of service. It is conductive to clarify management responsibilities，improve the collaboration efficiency and solve a series of problems such as poor mechanism，time-consuming coordination and supply-demand imbalance. It will provide important theoretical support for the standardized management，transformation reform and high-quality development for military professional education. |
