| 随着军民融合战略的深入推进,地方应用型高校在国家战略中的作用逐渐受到重视,但其合作逻辑与实践路径仍缺乏系统阐释。研究以组织理论为分析框架,选取H高校为案例,通过文献分析、半结构化访谈和过程追踪等方法,对其从表层合作向自主融合演进的过程进行系统考察,重点分析战略认知转型、制度创新以及多元主体行为互动的演化特征。结果表明,在内外部条件相对有限的情况下,地方应用型高校能够依托管理者、教师和学生等多元主体,在开放、创新的制度框架下实现协同互动,从而推动军民协同创新取得突破性进展。研究进一步发现,战略认知的调整、制度的改革与协同创新机制共同构成了促进军民融合持续深入发展的关键要素。研究结论显示,地方应用型高校不仅在区域层面能够为军民融合提供有力支撑,而且在国家战略体系中具有独特价值,这为推动高等教育与国防建设的深度融合提供了实践启示。 |

| With the deepening implementation of the national strategy of military-civil fusion,the role of local application-oriented universities have attracted increasing scholarly attention;however,the cooperative logic and practical pathways of these institutions remain insufficiently studied. Based on an organizational theory framework,this study adopts a case study approach to systematically analyze the process by which University H evolved from superficial cooperation to autonomous integration through methods such as literature analysis,semi-structured interviews,and process tracing. Particular attention is given to the dynamics of cognitive transformation,institutional innovation,and interactive behaviors among organizational actors. The findings reveal that,under limited internal and external conditions,local application-oriented universities can achieve breakthrough progress in military-civil fusion by fostering collaborative interactions among managers,faculty,and students within an open and innovative institutional framework. Moreover,strategic cognitive shifts,institutional reform,and collaborative innovation mechanisms are identified as the key drivers of this process. In conclusion,local application-oriented universities not only can provide strong support for military-civilian integration at the regional level,but also have unique value in the national strategic system,thereby providing practical insights for promoting the in-depth integration of higher education and national defense development. |
