| 作为一种新型的学习成果认证方式,微证书具备灵活多样、内容聚焦、耗时短等特征,吸引力和社会影响力逐渐上升,得到了国际组织、社会机构和一些国家的广泛关注。2020年,欧盟委员会推出高等教育微证书项目。在实践过程中,欧盟通过出台微证书政策文件、制定微证书共同框架、开设微证书学习课程、建立微证书交易中心等措施,营造了良好的微证书发展生态,呈现出流畅的学分转换机制、完善的质量保障体系、专业的组织运行机构、前沿的识别认证技术等发展特征。为顺应数字化浪潮下学习成果认证方式的变革,我国可借鉴其经验结合实际情况主动开展微证书项目,从构建国家资格框架、严格规范认证过程、完善数字化基础设施建设、设计高质量课程内容四个方面着手推进微证书项目实施,提升微证书的社会认可度。 |

| As a new type of learning achievement certification method,micro-certificate features flexibility,diversity,focused content,and short completion time. Its appeal and social influence are steadily growing,attracting widespread attention from international organizations,social institutions,and several countries. In 2020,the European Union(EU)launched the Higher Education Micro Certificate Program. In the process of practice,the EU has created a good micro-certificate development ecology by issuing micro-certificate policy documents,developing a common micro-certificate framework,setting up micro-certificate learning courses,and establishing micro-certificate trading centers,showing smooth credit transfer mechanism,perfect quality assurance system,professional organization and operation mechanism,cutting-edge identification and certification technology and other development characteristics. To adapt to the transformation of learning credentialing in the digital era,China should take the initiative to carry out the micro-certificate movement by drawing on its experience and adapting to the actual situation,and promote the implementation of micro-certificate projects from the four perspectives of building a national qualification framework,strictly standardizing the certification process,improving the construction of digital infrastructure,and designing high-quality course content,so as to enhance the social recognition of micro-certificates. |
