| 混合战争的概念源于西方军事理论的演进，其强调军事与非军事手段的复合运用。近年来，随着安全威胁向网络、社会心理等新型领域扩散，混合战争的“多域复合性”也愈加凸显。在这一背景下，传统国家安全观念已难以适应跨域联动、界限模糊的现代安全挑战，全民国防素养培育必须向信息、认知等新型领域拓展，实现从信息接收者到主动防御者的转变，从基础生存技能向新型防御能力的跃升，从单一爱国情感到理性自觉担当的升华。当前，“跨界模糊性”与国民认知“迟滞性”、技能需求“高技术性”与培育手段“低赋能性”、责任主体“多元广泛”与参与机制“零散碎片”、制度设计“路径依赖”与安全环境“快速演变”的矛盾问题，严重制约了混合战争下全民国防素养的培育工作。为此，应从推动认知更新、强化技术赋能、激发系统合力、破除制度依赖四个维度，重塑全民国防素养培育新格局，提升全民应对混合战争威胁的国防素养。 |
| Abstract: |
| The concept of hybrid warfare originated from the evolution of western military theory，emphasizing the composite app;ication of military and nom-military means. In recent years，as security threats have expand into new domains such as cyberspace and social psychology，the“multi-domain complexity”of hybrid warfare has become increasingly evident. Against this backdrop，traditional concepts of nationsl security are increasingly inadequate for addressing cross-border，ambiguous modern security challenges. The cultivation of national defense literacy must expand into new domains such as information and cognition，achieving a transformation information receivers to proactive defenders. This entails elevating basic survival skills into new defensive capabilities and singular patriotic sentiment into rational，conscious responsibility. Currently，contradictions such as the“cross-border ambiguity”versus the public’s“cognitive lag”，the“high-tech nature”of skill demands versus the“low-empowerment”of cultivation methods，the“diverse and extensive”responsible entities versus the“fragmented and scattered”participation mechanisms，and the“path dependence”of institutional design versus the“rapidly evolving”security environment severely constrain the cultivation of national defense literacy for all citizens under hybrid warfare. Therefore，a new framework for cultivating national defense literacy should be reshaped through four dimensions：promoting cognitive renewal，strengthening technological empowerment，stimulating systemic synergy，and breaking institutional dependency. This will enhance the public’s defense literacy in face of the threats of hybrid warfare. |
