| 依托普通高等教育培养军队干部，是军民融合式发展的生动实践，对加速推进军队核心军事能力建设具有不可替代的作用。本文以提高国防生培养质量为目标，运用军民融合的相关理论，提出了把打牢思想基础作为首要、明确培养方向作为牵引、打牢任职基础作为关键的具体实施办法。 |
| Abstract: |
| Cultivating military cadres by relying on ordinary institutions of higher education is the practice of military and civilian integration type development，which has an irreplaceable role in accelerating the armys’core military capability. In order to improve the training quality of the national defense students as the goal，based on the theory of military and civilian integration，this put forward the thought as the primary stress，making clear development direction as traction，and improving the ability of serving as a key of specific measures. |
