| 进入21世纪以来，美国高等教育逐渐出现了大学毕业率持续下降、教育不公平现象继续扩大、教育市场化导致公立大学生存危机以及学校教育与市场需求存在错位等问题，可能将威胁到美国在新世纪继续保持全球领先地位的战略目标。为了推动高等教育改革，奥巴马政府提出了以提高全民大学生比例为核心的“2020目标”，并以此对当前的大学认证制度以及相应的助学金制度、高等教育整体规划提出了改革设想，对我国推进高等教育改革具有一定的参考价值。 |
| Abstract: |
| After the entry of 21 st century，some crises have gradually turned up in the American higher education，such as the continued decline of completion rate, deterioration of inequality，public university survival problem due to the marketization of education and the gap between student capacity and the marketplace needs，which may jeopardize the U. S. strategic goal to maintain leadership in the new century. In order to promote the higher education reform，Obama administration put forward a 2020 Goal，aiming at increasing the percentage of American college graduates in the whole population. The related accreditation system，grant system and other fields will also be reformed. The American higher education reform will provide a good reference to our country. |
