| 应急管理人才能力与素质的高低直接关系到非战争军事行动任务能否有效完成。当前应急管理人才培养方面存在较多需要改进的地方，与有效处置各类危机事件的要求还有一定的差距。着眼于完善应急管理人才培养的模式，确立与时俱进的人才培养目标，建立健全培训的体制机制，开放办学拓宽培训渠道，规范培训体系，加强培训基地建设，最大限度提升人才培养的数量与质量，全面提升军队应急管理能力。 |
| Abstract: |
| Personnel’s capacity in emergency management and their quality are directly related to the non- war military action and tasks which can be completed efficiently and effectively. At present，there exists a gap between the emergency management personnel training and requirement for disposal of all kinds of crises effectively，So，there is more room for improvement. In order to maximize the quantity and quality of personnel training and enhance the capacity of military emergency management，we should focus on improving the emergency management personnel training mode，establish training objectives，establish and perfect the training system，run schools openly，broaden the training channels，standardize training system and strengthen the construction of training bases. |
